The evaluation of mountains together with the human element and safety cases turns mountains into areas where a more specific management and policy need to be implemented. Evaluation of mountainous areas within the concept of sustainable development has become increasingly important in Turkey, 2/3 of whose territories comprise mountainous areas. However, the concept of forest comes to the fore instead of the concept of mountain. There is no general awareness of the importance of mountains in the public opinion. Mountain hikes that have become popular in recent years come to mind only at first when mountain is mentioned. Since the Republican Era (1923), Mountain Administration and Forest Administration have been combined, and “a rule-based and centralized” form of government has emerged. Again, the phrase “forest villagers” has come into prominence instead of mountain villagers. Socio-cultural and economic support activities are carried out within this framework, assuming that mountainous areas are in the rural areas. Turkey is a member of the Council of Europe, and efficiency in “mountain administration” is evaluated by considering from the perspective of the agreements of the Congress of Local and Regional Authorities within the scope of the proposed paper. Önemli co?rafi birimlerden biri olan da?l?k alanlar, sahip olduklar? do?al kaynak de?erleri aç?s?ndan giderek daha fazla dikkati çekmektedir. ?nsan unsuru ve güvenlik olgusu ile birlikte de?erlendirilmesi, da?lar? daha özel bir yönetim ve politika uygulanmas? gereken alanlar haline getirmektedir. Türkiye gibi 2/3’ü da?l?k olan bir ülkede, da?l?k alanlar?n potansiyellerinin sürdürülebilir kalk?nma ilkesi içerisinde de?erlendirilmesi giderek önem kazanm??t?r. Oysaki Türkiye’de da? yerine “orman” kavram? öne ç?km??t?r. Da?lar?n önemine ili?kin kamuoyu yönüyle genelde bir fark?ndal?k da bulunmamaktad?r. Da? denildi?inde öncelikle son y?llarda popüler hale gelen da? yürüyü?leri akla gelmektedir. Cumhuriyet döneminden (1923) günümüze, Orman Yönetimi ile Da? Yönetimi birle?tirilmi?, “idare merkezli ve merkeziyetçi” bir yönetim biçimi öne ç?km??t?r. Yine, da? köylüsü yerine “orman köylüsü” ifadesi öne ç?km??t?r. Da?l?k alanlar, k?rsal alan içinde kabul edilerek, sosyo-kültürel ve ekonomik destek çal??malar? bu çerçeve içinde yürütülmektedir. Türkiye bir Avrupa Konseyi üyesidir ve “da? yönetiminde” etkinlik konusu, önerilen tebli? içeri?inde, Yerel ve Bölgesel Yönetimler Kongresi anla?malar? perspektifinden de?erlendirilmektedir.
