In a local ballot held in Kampar regency in 2011, there were three candidates who run for
a position of a chief and vice-chief of Kampar regency. Jefry Noer and Ibrahim Ali
successfully won the local poll at that time. They were able to defeat an incumbent who
was also participate in this local election. This victory obviously was due to well-planned
strategy and good political marketing. Victory will come from a thorough preparation. This
can be seen from how the strategy has been applied by their campaign team. In addition
to implementing political marketing through such effective strategies, it turns out that the
victory of Jefry Noer and Ibrahim Ali is also influenced by several factors. This paper
explains factors affecting their victory also successfully beating the incumbent. The author
uses qualitative method whereas data are collected through interview and documenting
important materials. By using this method, we are able to see critical factors influencing
the winning of this candidate. There are five factors that affect the victory of Jefry Noer
and Ibrahim Ali in Kampar ‘s election in 2011 namely; internal and external factors, voter
behavior, management, of media and guarding layered vote.
