Although democratic institutions and the legal system are
similar in many countries all around the world on paper,
different consequences has been occured in that similarity
thus renaming of government systems has become a
necessity today. Not only for democracy, but different
forms of authoritarianism have been called with new
adjectives, and a discussion on the definition of mixed or
hybrid regime has begun to develop. In this study, around
the concept of hybrid regime, the general characteristics
of the systems that have started to carry democratic and
authoritarian tendencies together will be explained. The
basic question here is whether democracy has regressed
or authoritarian regimes have become widespread. The
argument for the study is that the authoritarianism
tendencies experienced by democracy already exist in
liberal democracy. In the context of the studies and sub- grouping of Diamond, Levistky and Way, Merkel how to
define democracy in Turkey is also the subject of the
study. It is argued that rather than a more competitive
authoritarianism, defective democracy grouping of
Merkel is close to Turkey's democracy.
