This paper discusses the attitude of certain Siberian capitalists to the development
of commercial relations on the Northern Sea Route, which had been recorded in
the proceedings of the city Dumas of Siberia. They compiled a list of goods for
export though they failed to arrange it. Having no consistent approach the Siberian
merchants’ discussion described in the article was not able to influence the imperial
policy of Northern Sea Route development
