This paper focuses on the neoliberal discourse which blames rigid employment protection legislations (EPL) as
the roots of youth unemployment.
First, the current mainstream and the international institutions such as OECD, EU view on unemployment and
the strategies they have developed and similar approaches in Turkey are analysed critically. Then overview of
youth unemployment in Turkey are examined by using the data of Turk Stat household labour force survey and the
impact of flexible employment on youth employment are evaluated. The increase in temporary jobs, which are
often regarded as an important component of labour market flexibility, seems to be the problem itself rather than
the solution of youth unemployment. Furthermore, precarious work increases the risk of poverty of young people.
